It is not about specific terms in meteorology or atmospheric science. It doesn't matter what ETA stands for. Or even NGM (No Good Model). What does matter is, can you forecast the weather? Not only in your area, that you are used to, but other parts of the country, or even the world.
What I say is give an individual a few upper air charts, a few soundings, some model output, even climo for a specific area. Do not include NWS forecast, discussions, or special statements, then ask the individual to make a 6 to 60 hour forecast, or even an extended forecast along with an explanation as to why he/she came up with that forecast. If someone can do that, then let them be called a meteorologist. If they can't, let them broadcast the weather, but don't call them a meteorologist.
